Danny Knobler of CBSSports.com reported last night that the Rays “have now told teams that they won’t trade [James] Shields” (via Twitter).

This is not surprising. But it is also doesn’t mean the Rays have decided keep Shields. With a pitcher like Shields, who is locked up long-term at a reasonable rate, it might make more sense to wait until the off-season when more teams will be looking to add starting pitchers.
