[Update 10:55pm] The Rays not only did not non-tender Dioner Navarro, they reached an agreement with Navi on a 1-year, $2.1 million contract. They also non-tendered Shawn Riggans making him a free agent. Signing Navarro is a bit of a surprise, but this could just be buying the Rays time [...]
